Ozil, 21, has been a vital part of Germany's impressive performances in South Africa to date and has apparently attracted the attention of several top clubs around Europe.
Werder will be keen to ward off bids for the midfielder, but Allofs told Nord-west-Zeitung: "I have not seen anyone at this World Cup that has played a better ball than Mesut.
"Ozil is an incredible player, capable of coming up with remarkable plays. In short, he is a world-class player. I have not seen any more effective play in South Africa, not even from Lionel Messi."
