Mike van der Hoorn put the hosts ahead midway through the first half only for Samuel Scheimann to level 12 minutes before the break.
Roland Alberg put the visitors ahead on the hour with Van der Hoorn levelling in the 75th minute.
The game appeared to be heading for a draw before Oar's intervention with a minute to go as Utrecht claimed all three points.
Victory guides them eight points away from the drop zone while Excelsior are still rooted to the bottom.
