Michael Bolochoweckyj has recovered from illness, however knee injuries keep Rhys Devlin and Nathan Shepherd absent while Michael Herd is also sidelined with a groin problem.
Coughlin said: "It was great to win at Queen's Park last week but it would be even better to win this game in front of our fans. We have given ourselves a platform to make a good start and I want us to build on it."
Elgin are without suspended defender Sean Crighton for the clash.
Manager Ross Jack has added the fit-again Darryl McHardy to his squad as well as Georgia's Under-17 international Dachi Khutsishvili, who spent pre-season with the Moray club.
Mark Nicolson remains out due to a stomach muscle injury and skipper David Niven will only be included if the club's medical staff give the go-ahead after he suffered concussion a fortnight ago.
Jack said: "We were below par against Albion last week and paid the price. I am looking for better this week and I want the players to work hard and earn the right to be in charge of the game."
