Kevin Payne takes over at Toronto FC

TORONTO -- Kevin Payne is the new president and general manager of Toronto FC.

The 59-year-old Payne spent the last 16 years as president and CEO at D.C. United, guiding them to four MLS Cups.

He'll look to turn around a Toronto franchise that went 5-21-8 this season and finished last in the league. The team hasn't qualified for the playoffs since its start in 2007.

Payne will lead both team and business operations for the club.

United won MLS championships in 1996, 1997, 1999 and 2004 under Payne. This season, the club returned to the playoffs for the first time since 1997 and lost to the Houston Dynamo in the Eastern Conference final.
