Dempsey, 29, first won the award in 2007 before again landing the prize last year as a reward for his international form for the USA and club displays for his ex-club Fulham.
The American left Fulham for Tottenham Hotspur in the summer in a deal worth around £6 million and has since scored twice for this new side, after netting 17 times for Fulham last season.
For his national side, Dempsey led the goalscoring charts for the US in 2012 with six strikes, including five goals in round three of qualifying for the 2014 World Cup.
