Oviedo, 22, moves to Goodison Park for an undisclosed fee. The Costa Rican, who joined Copenhagen from Deportivo Saprissa in his homeland, can play at left-back or on the left side of midfield.
He told Everton's official website: "I am so very happy. This is a very good opportunity for me.
"The last two or three days have been very stressful and tiring, but I am so happy now. I am feeling good, and right now everything is positive.
"I know a lot about Everton. I watch Everton games and Premier League games on the TV - it is a very good league."
Oviedo has been playing in Denmark since 2010, during which time he has also spent a spell on loan with FC Nordsjaelland.
Before the move was sealed, he told Copenhagen's official website: "It's really hard for me to leave FC Copenhagen because the club has meant so much to me and my development.
"I certainly could have seen myself at Copenhagen for a long time, but a switch to a historic club in the Premier League is a dream I can now fulfil. I owe the club, my team-mates and the fans so much, and I will miss them all.''
He has 13 caps for Costa Rica and has won two Danish league titles and one Danish Cup, and Everton assistant manager Steve Round said: "He can play left back, left midfield, left wing - all the way down the left-hand side. That will give us good cover in our squad.''
