The deal is subject to the player passing a medical.
Cissokho, 24, arrives at the Mestalla as a replacement for Jordi Alba, who joined Barcelona earlier this summer.

"Cissokho is physically strong, defensively very strong, and comes here to lift the level iof competition within the team, especially down the left side. Together with [Jeremy] Mathieu, we will be extraordinarily well covered in that area."
"This signing completes a very strong squad in all lines, which excites us because there is quality in every position. We can now look forward with a lot of optimism for the fans to enjoy themselves as we achieve big things this season."
Cissokho, who has one cap for France, had also attracted interest from Newcastle United and Napoli.
