Lloris, 25, is said to be high on Tottenham's list of targets, with current first-choice shot-stopper Brad Friedel having turned 41 in May.
Lyon chairman Jean-Michel Aulas has suggested Spurs have lodged a bid for the keeper, although ESPN understands the North London club are yet to lodge a formal approach.
"Hugo wants to play in one of the best clubs in Europe," Aulas told French radio station RMC.
"This year, there was an approach from Tottenham that was quickly rejected.
"If he absolutely wants to leave, we will look at the proposals - but they must be consistent with what we want. If not, he will stay."
