West Brom agreed an undisclosed fee for Allan, 20, last month and Dundee United have now confirmed that the transfer has been completed.
"I'd like to wish Scott all the best for his future career," Dundee United boss Peter Houston told the club's official website. "It is a fantastic opportunity for him to go down to the English Premier League. The completion of the deal at this time was beneficial for both the player and the club."
Baggies boss Roy Hodgson had earlier said: "There is no reason why he shouldn't come straight into the Premiership. He has played in the SPL.
"It is great to have attracted such a young talent. A lot of clubs were interested in Scott and that has hampered his career this season as Dundee United didn't want to use him."
It is reported West Brom have paid £300,000 for Allan but will have to pay Dundee United a percentage of any future sale.
