Dann, 24, had been linked with several Premier League sides, including Arsenal and Liverpool, following Birmingham's relegation to the Championship but chose to join Rovers as boss Steve Kean bolstered his squad after a poor start to the season.
Liverpool-born Dann had a medical in Lancashire earlier on Wednesday but the finalities of his contract were not confirmed until less than 30 minutes before the close of the transfer window.
Dann joined Birmingham from Coventry City in 2009 for £3.5 million and has since made 50 league starts for the club, although last season his campaign was cut short after he sustained a hamstring tear in January.
