Babel, who joined Liverpool in a £11.5 million deal from Ajax the summer of 2007, has signed a two-and-a-half-year contract with Hoffenheim.
The 24-year-old failed to live up to expectations during his four years at Anfield and never established himself as a first-team regular under a succession of managers.
Babel said: "I am looking forward to my new mission in Hoffenheim. My first impressions are absolutely positive. I hope now to be able to quickly get into the team."
General manager Ernst Tanner added on the club's website: "We are very proud to be able to sign in Ryan Babel, an internationally-experienced player from a top club like Liverpool. We are convinced that he is a big gain for us with his character traits and his sporting qualities."
Liverpool have decided to cash-in on the versatile forward as they look to raise funds for their own signings in this month's transfer window.
The Reds have already had £4 million offer for Blackpool skipper Charlie Adam rejected and are expected to step up their attempt to sign Ajax striker Luis Suarez.
