The Premier league club now hope to meet with the 31-year-old Senegal international to discuss personal terms.
Duffen said: "Habib Beye is a player we believe can add quality to the Hull squad. We are hoping to engage in conversation with him in the next couple of days."
Earlier in the day Hull manager Phil Brown had added Seyi Olofinjana from Stoke City and USA striker Jozy Altidore to his squad.
Olofinjana joined on a four-year contract for a £3m fee and Altidore arrived on a season-long loan from Villarreal, subject to a work permit.
