Campbell, 31, joins the Championship club on a three-month loan from Queens Park Rangers, while Williamson has arrived on a free transfer, signing a contract until summer 2014.
Rovers had attempted to bring in Campbell on transfer deadline day. The former Brentford, Birmingham, Leicester and Blackpool player had been in impressive goalscoring form during a loan spell at Ipswich Town earlier this season.
Williamson had previously played for Blackburn manager Michael Appleton on a short-term deal at Portsmouth.
