Stevenson, 27, scored 11 goals in 67 appearances for Hearts but has not featured for the last month due to a dispute regarding payment of the players' wages.
Stevenson, who could make his debut when Paul Jewell's side face West Ham on Tuesday, said: "I had a few other teams interested but, when a club of the stature of Ipswich comes in for you, you take it. It's a massive opportunity for me, too big to turn down and I can't wait to get going.
"Playing in England has always been a big ambition of mine and to have a chance of playing for such a big club and alongside so many top players is fantastic."
