Aguero, 23, underwent a medical at City on Wednesday ahead of a proposed transfer thought to be in the region of £40 million. It is reported he will put pen-to-paper on a five-year contract.
After holding talks with City officials, Aguero said on his Twitter account: "I'm already a player of City. Happy to be at this club in this city. Thank you all for the welcome and reception!"
The Argentina international scored 20 league goals for Atletico last season, the same tally as his compatriot Carlos Tevez, who is expected to leave Eastlands this summer after admitting he is unsettled in Manchester.
City have yet confirm the deal is complete, but it is expected that an announcement is close amid reports only a few minor details need to be resolved for the switch to be rubber-stamped.
