Mkhitaryan, 24, had been a key target for Liverpool but has opted to join the Champions League runners-up as a replacement for Germany midfielder Mario Gotze and agreement now needs to be reached only on the final details.

Earlier on Monday, pictures showing Mkhitaryan travelling to Germany surfaced on Twitter, and Sky Germany reported that he was poised to wrap up the move despite earlier denials that a fee had been agreed.

Dortmund sporting director Michael Zorc, quoted in kicker, said: “We are working on it.”

Sueddeutsche Zeitung, meanwhile, said the deal would be “the most difficult transfer ever done by a German club”.

It said Mkhitaryan’s transfer rights are held by three different parties, with Shakthar holding 50% and the other half shared by his former clubs, Metalurg Donezk and Pyunik Eriwan.

According to the paper, the owners of the three clubs had wanted to sell him to Russian outfit Anzhi for a reported €35 million. It said he had turned down the move and hired agent Mino Raiola to help him.
