Sissoko, 23, is in the final year of his contract with Toulouse, meaning the Magpies could speak to him in January about a possible free transfer.
The prospect of a move to Tyneside is certainly an appealing one for the France international, who told Sky Sports: "To play in the Premier League would be a dream come true.
"It is a fantastic league and I enjoy watching it. Newcastle are a fantastic team and would be attractive to any player. I am no different."
Sissoko's comments come after Alan Pardew denied claims on Sunday that Newcastle had already secured a pre-contract agreement with Sissoko, describing it as "news to [him]" when asked.
The midfielder, who currently has five caps for France, is likely to start for Toulouse when they travel to Bordeaux on Sunday evening.
