England international Rodwell, 21, completed a £12 million transfer on Sunday to become City's first summer signing.
"It's amazing," he said. "I am really excited to get started. It is a dream come true for me. Man City are a massive club. It is a once-in-a-lifetime opportunity."
Rodwell has signed a five-year contract at the Etihad Stadium and said his aims at City are "to win as much silverware as possible, to establish myself and keep improving as a player".
With the injured Gareth Barry missing the start of the Premier League season, Rodwell could debut against Southampton on Sunday.
"I know the squad is immense in talent here but I believe in my ability and I am going to improve as a player," he told City's official website. "Any position in central midfield is good for me. I've just got to work my way into the plans."
