Silvestre, 27 - who declared his intention to leave after only one season at the club - is also believed to be a target for AC Milan.
"I have met with [Inter president Massimo] Moratti,'' Zamparini told tuttomercatoweb.com. "With regards to Silvestre, we are on the same wavelength to reach an agreement. The chances that the deal will be completed are 99%."
Silvestre moved to Italy in 2008 from Boca Juniors, joining Catania before moving to Palermo in summer 2011, when he signed a contract with the club until 2015.
