The French Football League (LFP) has voted not to validate Luzenac's promotion to Ligue 2 this season because the village club's stadium does not conform to safety standards.
Luzenac -- who boast Fabien Barthez as director general -- finished runners-up in last season's third tier, but their promotion was thrown into doubt amid concerns over the stadium.
French football's financial watchdog, the DNCG, would not ratify the promotion, but they received a boost when a Toulouse court asked the DNCG to reconsider.
The DNGC then decided that the club, which represents a south-western village of around only 650 inhabitants, could join Ligue 2 despite the season already having started.
However, the 24 members of the LFP's Administrative Council voted on Friday to deny Luzenac the right to play in Ligue 2.
A statement on the LFP website said: "The club does not have a stadium which meets the regulatory norms.
"For several months, the club has been informed by the LFP numerous times that it had to have, in case of promotion, a stadium meeting the norms required to play in Ligue 2.
"In spite of multiple reminders, the club did not take the necessary steps to play in such a stadium throughout the season, nor even to propose a solution with another stadium which meets the norms."
The LFP faced having to contend with a 21-team Ligue 2 if it had allowed Luzenac's promotion, having already reinstated relegated Chateauroux.
