After numerous delays while attempting to stream the draw live on Twitter, the draw finally took place nearly two hours late, and cup organisers EFL only announced it via a pre-recorded video.
Manchester United will travel to face Bristol City, the only lower-division side left in the competition after trouncing Crystal Palace 4-1 on Tuesday.
After overcoming a penalties scare against Wolverhampton, Manchester City will also be away from home as they were drawn against Leicester City.
West Ham's reward for coming back from two goals down to stun Tottenham is a trip to Arsenal.
And after holding off a challenge from Everton on Wednesday, Chelsea were again drawn at home and will face Bournemouth.
The ties will be played the week of Dec. 18.
Bristol City owner Steve Lansdown was delighted by the home draw against United, telling Sky Sports: "It will be a full house at Ashton gate, hopefully we'll get good TV coverage and it will give us a high profile.
"We'll do our best and if our best is good enough and we get through then fantastic. We'll give it everything and hopefully make Bristol proud. We are playing one of the greats of the game, it's a very exciting prospect.
"I think all of football will be behind us. We are the smallest club left in the competition. We'll dream about beating Manchester United, we'll plan to beat Manchester United and only time will tell."
The EFL apologised for the "unacceptable" delays as Twitter took the blame for the technical glitch -- "believed to have occurred as a result of a faulty encoder."
A Twitter spokesman said: "We're sorry for the issues that led to the delay of today's Round Five draw. We would also like to apologise to the thousands of supporters who had been patiently awaiting news of who their team would be playing."
