PORTSMOUTH, England -- Landon Donovan is unlikely to be loaned to Portsmouth of England's Premier League because of FIFA's new transfer regulations.

Portsmouth owner Milan Mandaric said on Monday his team had reached agreements with the 21-year-old forward along with Major League Soccer and the German team Bayer Leverkusen, who share his rights.
