World body to revive national teams

DOHA, Qatar -- FIFA will build new soccer headquarters and technical centers for Afghanistan and Iraq as part of a $10-million worldwide scheme approved at a meeting of the Goal bureau this week.

The Goal program, created to support national associations that struggle financially, is one of the special interests of FIFA president Sepp Blatter, who helped it gain support at the 1999 Extraordinary Congress held in Los Angeles.
